In an Onyx Apple situation, dexless will provide the best DoT. At level 140 this is a guarantee, at level 180-190 it's closer and depends more on gear specifics.

It's when you can only afford a 10 stat shoe (eg. 10 dex) and normal stats cape (8 dex 2 atk) that low-dex stands a chance of winning. The more you replace dex/luk gear with atk, (Nexon has a history of doing this - 22/22 pendant becoming 5/5/10atk, dex shoes becoming atk shoes, etc.), the more dexless is powerful.
Filling out those "good" equips with a 36 dex 15 luk helm, 14 luk earring, 5 dex 5 luk eye, 8 dex face, 2 dex 2 luk medal, 30 luk bathrobe (and 40 stat katinas), 30 atk stars, you wind up with a basis of +71 luk, +66(56) dex, and +80 atk to add to your claw.
That means for a Timeless Claw, there's a 94 vs. 25 base dex, or 69 luk gap. Throwing in Onyx Apples and a 62 atk Skanda, the dexless has 242 w.atk and (at level 190) 947 luk 25 dex => MW20+gear => 1112 luk, or 13455 base atk. The low-dex has 878 luk 94 dex => MW20+gear => 1036 luk. To match 13455 base atk, they need 260 total atk. Or 80 atk Timeless Claw. +24 atk onto an average one. And that's at a pretty high level. The Skanda is +29 from average, so an extra 30% worth of scrolling, but I think you could buy 3 30%s and 3 Skandas for the cost of a Timeless :| There's also the small matter of finding a 36 dex helmet and 8 dex face equip, neither of which the dexless would have to buy.
If you go the "perfect weapon" route, that's about a 78 atk Raven Claw and 102 Timeless. Using a little extra luk (7 Raven, 15 Timeless) the numbers come out 14435 (dexless) vs. 14800 (low-dex), with the 11 atk due to leveling up + diamond acting in favour of the Timeless claw. If Pink Bean is undefeated and the best you could get is a Reverse Lampion, drop to ~98 atk and 14600.
