I would think that VH would not work on everything. Letting it work on everything would create too many unexpected problems down the road.
A sensible restriction would be to have it only work on job-specific gear. This would actually promote usage of Maker. Common class gear and statless builds could be kept in check this way. It is already bad enough that iTCG items are in very limited supply since the iTCG is dying off.
