Find juniors that like to level? Or ones you'd be happy to train with/leech? Or junior your own char and train both? 
I've never made mules specifically for rep since I've been lucky enough to have training-happy juniors (and also now have my own char that I train as a Jr too). I make sure to try to 2x my family of course, since I feel like I owe back some of that rep ^^
