It doesn't matter that your other computer is EXACTLY like the one having problems. For reasons we can't explain, Vista will make one machine act oddly while the other is perfectly fine.
Turn off the sparkly effects, shut down anything and everything you can, and cross your fingers. I don't think there's much else you can do unless you buy more RAM (and that's cheap these days so it wouldn't be so bad).
