Overstat TT Equips and Maker

Before TT came out, the only lvl 100 bowman overall that commonly dropped from monsters was the Green Armis, which was 10 total stats. Now, blue monk trainees are dropping Red Armises (Armes?) with an average of 13 stats. Note that only Green, Blue, and Red Armiesessess exist, so even if there was a +1 stat increase with each color, the best one should have been 12.

I know Hidden Street has plenty of inaccuracies, but it claims that Greens and Blues are +10, and Reds are +11.

My question is:

1) Will Maker consider the average stats to be +13, as the blue monks seem to think? Or are TT equip drops somehow overstatted, and will Maker spit out a +11 or w/e?
