I did it myself for the quests I have left, since with 700 there were only about 60 left. I just looked up all of them on Strategywiki and searched for quests that required them. At 751 now, and there are 53 left, but that counts things like Slay Horntail, Bigfoot (worth 3 quests - 2 toes + the deputy badge), and get a Newspaper Sword. I guess I have to hope the subquests cover it.
When the "kill 999 Guardians of Oblivion" is looking like the easiest quest left to do, I'm getting a bit desperate.
I'm pretty sure "Event" quests actually do count, despite what it says - otherwise there's no way people would have 900+ complete. I've compared my quest book to theirs - I'm only missing about 30 total in the other areas, but 100+ event quests difference.
