I'd be willing to move towards this under a few conditions. Since you are unwilling to count event quests, I not only want maple island quests to be discounted, but in addition to that, I wish for there to be a tally of total available quests made. That is to say, a common number in each field/area quests come from that cannot be exceeded in a certain patch due to passable quests via leveling or other means. This means that number 1 would commonly be a tie of those who have completed everything, and thus "fair".
If you think that I am being unfair to ask to discount so many other quests, look at what you are asking yourself.
