[Guide] The Evil, Broken Quests

I can't finish the "Cleaning Up The Streets" Pirate quest.
I remember there were problems with it before, but I heard they were fixed.
so yeah..

I can't finish it either. It doesn't let me go past this:

The one in my completed window is the old Cleaning Up the Streets that didn't give a reward.
