To clear things up, there are 3 types of overall:
Lv. 10: Temp, gotten by earning 100 points in a single day. (Easy for most people)
Lv. 30: Perma, gotten by earning 50 points in a single QUIZ. (Yes, it's a perfect quiz. I have 6 of them so far)
Lv. 50: Perma, gotten by earning 1000 points in the whole event. (Easy, but time-consuming)
And the easiest way to get a perfect 50, is to learn about EITHER one of three things. Then wait for the day with that quiz. My best category is monsters, I learned all of them, and I got all five monster quizzes 50/50. LOL. And if you are good enough, learn about all of them, but I can tell you that monsters is the easiest to get 50/50.
To answer the thread starter's question, I think yes, if you get 1000 points, you can exchange it for Ult. Overall, then if you get 1000 more points, you can get another. I'm not sure, though. Let's just wait...
