Starting as soon as an Outlaw has 3 second freeze i highly recommend going to the very first time temple map that has Memory Monks and Eyes of Time on it. I just clocked my %/hour here and it was 30%+ This would be a great spot beginning at lvl 85 up until around 95
Edit-There is also minimal pot burn here if you can effectively freeze but just be careful because their touch damage is about 1.1k with a Zhelm and their magic attack is around 1.4~1.6k with a Zhelm
