I'd say wait till you're 90 to get a new overall as those are more often scrolled and it'd be easier to find a 20+ dex 90 overall than a 20+ dex 70 overall.
Only immeadiate upgrade you can make is to get a PAC (2/6ish? Not sure what 20 mill can get you).
Shoes can wait till 80 where dark wing boots are commonly scrolled.
