The level cap is intentionally set high to keep the game open-ended. It's not as if there's a lot of endgame content or significant challenges you can't do by 17x/18x. This isn't WoW: "oh, let me hit the level cap, and then start playing the game for real."
Yet of course, that seems to be the path Nexon is taking. After all, when I was driving home today I didn't hear a MapleStory commercial on one of Chicagoland's largest hit music stations, 103.5 Kiss FM, but rather a WoW commercial. By the transitive property, you can assume that, since Nexon's new approach to gaming is to make every cent possible, then they will work on tailoring their game to a more general audience that can't play as much as hardcore gamers do. If that means making it easier to hit the level cap because hey, North America's most popular WoW doesn't really get "started" until you hit the level cap, then so be it.
