Anyways, where is the evidence of this +/- 9 variation from Stimulators?

I have no idea where he got it from. But since my knowledge about stimulators giving [-5; +5] stats itself is vaguely extracted from memory, not actual experience, I didn't feel very inclined to support an argument here. xP

Regardless, I don't think it makes much of a difference here. o-o
