Maple 4th Anniversary event ended early?

Absolutely must be level 70 cape?

That... sucks. I have like 50 silks, but I can't do the quest since I'm not level 70.

I hear you have to be Level 65 for the quest. Along with the lvl 40 cape in possession, of course.
