Is the path from lv21 to lv30 Hurricane really worth leaving for later for maxing Bow Expert?

And how much do I benefit from early levels of Bow Expert.

9 points in hurricane get you 9% more dmg per arrow.

9 points in mastery get you 70% mastery AND 3 attack.

12 is 75% and 4 attack

16 is 80% and 5 attack

21 is 85% and 8 attack

27 is 90% and 9 attack.
