If you hit 71 before you complete the diary quest you wont be able to complete it.
But its really fun to do OPQ at lvl 70 3rd job, you get a sense of power over the lower levels who respect you like god ^^
But just to tell you that after Lvl 71 training is going turn very boring if you're too used to PQ-leveling.
