i don't see how seeing adult genitalia in a non-sexual fashion as a child is going to be scarring or emotionally damaging. it's no worse than walking in on your parents peeing or bathing or what have you. (fsking is a bit different, but...well, you know.)
A lot of people that do such things are mentally ill rather than adventurous. I would imagine when such a person is treated and released from the hospital, they might be pretty fucked up to know that they ran around the streets naked like that. I personally don't find anything funny about this stuff.
