they should certainly not fall under the same rules as sex offenders, no. the restrictions on them are stupid.
just a slap on the wrist would be better. streaking is hilarious; fortunately most people have the self-decency to not subject other people to their naked bodies!
i don't see how seeing adult genitalia in a non-sexual fashion as a child is going to be scarring or emotionally damaging. it's no worse than walking in on your parents peeing or bathing or what have you. (fsking is a bit different, but...well, you know.)
