1) I don't think it really matters.
2) People don't seem to agree on this, but I don't think anybody ever says over 7.5k, so that's probably a good place to start.
3) If you take the minimum Pirate hp and add the hp of the washes (I think it's been confirmed that each wash averages to almost exactly 19 hp a wash), you'll have 7630 minimum by 200. Since you'll have a MoN and some other random hp, and more than the minimum hp, you will be able to PB, it all depends on how soon you want to.
