Oh, and personally, I believe Arrow Bomb is actually 40% of the skill percent. So at max it'd be 130%*40% = 52%. Make sense?

Why would you think that? If you can prove it, please post your findings. The most recent testing shows it to be 50%. 40% was an old number generated early on.
