Err, donation medals really are just for the extremely wealthy. It hardly has any affect on the economy as those who have accumulated absurd amounts of money like that are few at best.
I doubt this will affect the economy that much. Scrolled items under the jurisdiction of the maker skill will take a hit slightly, and diamonds will go up, but this skill is largely for a select few interested in synthesizing these weapons in the first place. The effect of people spending money to appraise their ores is probably overstated, much like how people thought the economy would massively deflate because people would start buying mounts (I doubt you'll find many differences because, quite honestly, they've become a most important staple for relatively immobile classes). It'll be an initial hype, followed by a gradual wearing down.
