Generally someone who consistently meets the monster's KB value wins, but it's never been a 100% guaranteed thing. For example, a high lvl NL brought a lvl 8x hermit along for Anego. Anego somehow broke the hold the NL had on it and proceeded to chase them down. However, when the NL was soloing Anego, he never had that problem.
From personal experience, I'm usually the only Paladin at CWKPQ, but I always win the KB war when Rellik's the only one left (KBs all the way from right to left =P). Sure, the opponents (all the 10+ ranged attackers) have to suffer from stuns, but they're pretty ferocious otherwise.
Red Nirg on the other hand... I don't have much luck with him.
Getting near to it and being able to KB 100% is the key to control the monster and KB it.
Ex : Scarlion.. it's really difficult for me [NL] to make it chase me as my damage is around 15~21k while a paladin can KB it consistently without it running.
If the monster has firstAttack [Auto aggro] set to 1, it's a bonus for people near the monster to be able control it more easily as the client sent 'auto aggro' packet to the server once every 20 sec.
