I read the builds for Corsairs and most of them recommend maxing out Bullseye. I want to know why one should max out Bullseye. I know its good for bossing, but how? You only need to cast bullseye once or a couple of times to hit the monster and constantly aim at it. Its not a skill where you can constantly spam like Burst fire.
one last question, how does the extra damage from maxing it out really help? o.O

20% is a huge difference. Compare max MW, which adds less than 10% damage and still makes a big difference on killing speed. Bullseye is the most important 2nd tier skill you get for bossing.
There's no other reason to max Bullseye (unless for some reason you need to KB something that you can't KB with Cannon and can't hit with Torpedo - Pap 2nd form?), and max Homing is only used to max Bullseye. The Homing effect is incredibly helpful against any boss that summons but it doesn't change at all from level 1 Homing to max Bullseye.

Oh pomegranate, that's smart. I've had Recoil, Wings, and m(RecoilWings-) on separate buttons for like 100 levels now. I am now switching to Recoil and m(Wings--). Sweet.
