Forging with a white/chaos scroll is not a good idea, especially if the chance to pass is less than 50%. On that note, I think it should be possible to scroll many effects on one weapon.
Given both of those, someone with enough patience to really work at it, could have a weapon fully scrolled. Unless weapons could only have a certain amount of scrolls per weapon... Then you'd see people with 2-3 copies of their favorite weapon, scrolled differently for each situation.
Class-specific was a must, because some classes were too over powered to have something like, say, darkness.
Forging them is for the poor people. You are supposed to earn them from drops.
