Umm no there is no dilemna there, it's only here for a reason specific to our version. I would be saying the same thing even if ultimates didn't exist, the point is that they were made specifically for one class in order to balance things. And yes, usefullness and being a practical class are important draconius, I can't logically see how leaving one class inferior in 9/10 ways is arbitrary.
And plus, just because other classes have issues too doesn't mean that we shouldn't have ours fixed in some way. Even though we can never fix things, we can make them better. And this rarity of elemental weapons is due to the obnoxiously expanded market that nexon created for them, that's what is causing them to be less effective as a fix.
