That's a general problem with the class, though... when it was just Black Umbrella, there were some lukless. When the Llamas came out, there were lots of lukless. When the level 64 weapons (80 base, require 4 luk) came out - they have a 60 point advantage over normal weapons. There's no way to match that - the only luk mage on the old "top matk" lists had a perfect 7x30% staff, and multiple other perfect gears, while the lukless all around them were not near perfect. So anyone with normal luk was resetting down, or they just didn't care about damage - the elemental weapons are not necessary for that trend, they just increase the amount lukless overpower normal luk chars.
