Also that's Nineheart, the Empress's Tactician on Ereb. He's not from the Past. These NPCs aren't all from the same place. It's quite likely that this Athena is for something different. If you notice, the color scheme of that Athena is even close to that of Elin.

Suffice it to say, Lienne seems to be an island at the Pole of the Maple World.

But Nineheart has a NPC that look very similiar to him:
the clothes even has some same colors..

anyway, why would they make a new NPC without expanding the Ellin Forest?
