I'm going to have to disagree with that. I know a few friends under level 120 that have completed that quest, by having a friend with the ability to help them get the items help them. I mean, the way I think about it is, if you've already finished 'War of the Dragons' and 'Making Secret Medicine of Transformation', but you've accidentally restarted the Medicine or whatnot, shouldn't you be able to count it? :|
