You can't keep the supply of something commonly available from APQ a complete monopoly. Say I bought every 60% staff scroll in the FM for 2m and stick them in my shop for 5m. Are the prices going to go sky high? Not for long, because people aren't actually willing to buy loads of 60% staves for 5m. The only way for me to keep the prices inflated would be to keep buying them over a prolonged period of time, which requires far more money than I have. As soon as I stop buying them prices would tend back to what they're actually worth.

Unless the merchants in question have an infinite amount of pure mesos, there's no way they can change prices of something as common as Apples at will.
