Skill Adjustment Data

I was hoping for something even more specific to say how much is above and below the origin.
ex; Brandish is 100 up, 10 down, 0 right, 150 left, in reference to the character basically, which makes the dimensions you say. However, with only 150 horizontal and 60 vertical, I don't know how high or low in respect to the character Blast would be.

That Ninja Storm doesn't seem to make sense to me though because all I can think of with those numbers is a weird trapezoid. Unless it's two separate rectangles, one being larger than the other...
