I think you're underestimating Hurricane - by the time marksmen get a decent level of piercing arrow, hurricane is more than capable of handling mobs well.
Snipe really isn't a big deal when it comes to (skele) training anyway, and Piercing Arrow is usually charged while moving, so 2 -> 1 second is going to make that much of a difference in training (you'll be decimating mobs at about the same speed). It does mean we can screw up more though (don't have to start chargin' immediately when you've cleaned up a mob).
Sure, being able to do more damage at bosses is great and all, but I thought we did decently well already. I don't really see why it was necessary to lower the cooldown (the 199k update was needed though: 99k is pretty mediocre when 4 crit strafe do almost the same kind of damage, and appled strafe would usually outdamage it)
