I don't think they will stupidly mention an EXP rate adjustment twice. This will imply there WILL be a permanent EXP boost ON TOP o the the adjusted EXP rate for the anniversary month. Hoo-yay!
Either that, or it's just written badly. The first bullet seems almost completed by the second bullet.
Although... yeah, it may be possible.
