without rehashing too much history, imo it was a glitch. in typical fashion they did little (nothing?) from the test server to the official release for the whole patch, this including the cake boss spawn. they ended up leaving well enough alone, obviously no one was really upset about it.
its overall implementation didn't make any sense though. with the ludi spawn situation you had the whole event and fun of the boss broken. it made acquiring the lvl 64 set event nothing special.
on the other side, the spawning error also balanced the event a bit more. given that if they had the original fixed event (the boss spawning only so often in a day, in a random town) the cake boss would have been monopolized by higher levels and wouldn't have allowed most of the community to take part.
Uuh, I would buy a 2x card during 2x drop and get 4x drop. I would get 19 maple weapons in two hours, a lot of them from the 64. It wasn't that hard.
So the patch is thursday. I always love May on Maple
