I think it has to do something with the encryption used in the iTune (garbage) music format encryption. It was the same with MSIE 6, at first microsoft wasnt allowed to provide any browsers outside the USA with 128bit encryption, but only the 64bit encryption version was, so terrorrists (lulz) couldnt use it to encrypt THEIR traffic... (fail...)
I guess Nexon could also implement this is their T.O.S. (with their encryption), since there's already a load of crap in there...
But anyway, Licence Agreements / T.O.S. are nothing, they don't mean anything, they're meant as extra explanation for -REAL- laws to the users of the product. The funny thing is, most T.O.S. and LA's are so full of crap (made up own "laws" by the makers), 99,9% of the time they don't held up in court, and the judge falls back to the -real- law...
This is just one of the MANY examples why T.O.S. and LA's are laughable crap...
