I think the fact that it takes 300 combos to use off-sets such a destructive attack. Besides, it's not like they're ohko'd. Think of it like sanctuary. :3

I don't think they will make it a Heaven's Hammer knockoff. It'd be pretty useless if you build a 300 combo just to 2 hit stuff instead of one shotting. Paladins can Heaven's Hammer without needing to build a combo. They already have ridiculous 12 mob hitting Polar Bear move at 4th that doesn't require a combo counter (450% x 12), and with a 100 combo counter they have their Spirit Wolf wtfPWN move (600% x 2 x 10).

So...... 1,500% x 15 that still requires the enemy to be hit to die, or using Spirit Wolves 3 times?

One Tempest: 1,500% x 15 = 22,500%, but enemies are not dead.

But...
3 Spirit Wolves: 600% x 2 x 10 x 3 = 36,000%, and enemies will die
