I voted for "a little bit of both," but the more I think about it, the more I realize that it ultimately doesn't matter if the person cosplaying gives a damn about the character they're dressing up as. When I see images of good cosplay, there is no denying the quality or the time/effort that individual put into making a good costume. I don't know them personally, I don't know if Girl X really gives a pomegranate about Cammy, or if Guy Y even knows how to play Siegfried in Soul Calibur. Of course it's nice if they actually know the character, but in the end, people will judge based on how good you look. You can be the biggest Sephiroth fanboy ever, but if you look like pomegranate, then nobody will give a damn.
Of course, I think that it would be ideal for people to relate to the character they're cosplaying as, but a good costume is a good costume.
All that being said, I'd love to cosplay as Talim one day. We have the same body type (tiny and flat-chested) and she's my favorite SC character. I never have though, because I don't feel I have the sewing skills necessary to do her justice.
