Then again... their only task is to report HACKERS, not solve or report fights / scams / etc to GM's.
This is why this practice exists in real life. In the Oakland area of California, police officers are not allowed to patrol their own areas because of the fear that officers would not judge cases fairly.
How can you be biased when you only task is to report hackers with "elite reporting"? All hackers deserve to die...
