A possible mage fix

There's two main problems with mages right now: Their single target DPS is bad, and lukless mages are far stronger than luk. I think that there's an easy fix to this: Make magic attack speeds effected by the weapon speed. This would fix the lukless problem because while the elemental wands are slow, the staves are fast, making luk do less damage per attack but be able to attack faster. It would fix the low dps problem because faster attacks = more damage.
