The reason why Global doesn't have them is, well, its global. How the pineapple do you hold an event if you don't know where majority of your players live? Or there probably isn't even a majority, the players are scattered all around the world.
I wouldn't say that, cuz they can conduct Road Shows that span across the NA continent.
Then again, MSEA has regular events cuz of AS' willingness to spend money on it. You may want to compare MSEA with TMS or KMS, both of which service an area which is sufficiently concentrated to have regular events as well.
