Really we don't have enough information about this program to even begin to guess at how it will work, what it will entail, who will be elligible, or any of the other myriad variables. All we know is the current terminology they're referring to it by, and everything else is just supposition, so why don't we shelve this discussion until they actually give us something to talk about beyond the billions of things it might mean?
There's really no point over arguing about "teaser" announcements when none of us has much of a chance of being right and at best we'll get our hopes up defending positions that aren't likely to ever matter.
Next patch is just a little over two weeks away, maybe we'll have more info by then.
