Does anyone know where Elemental Wand 5 comes from?

BTW: I am not 100% sure on what I said. So don't use all your tickets, and then later find out I was wrong and hate me for it.

I'm just "pretty sure", because class items come from their city gachapons, and mostly everything that's anything comes from NLC.

NLC seems credible (seen Elemental weapons, notably a Wand 7, come out of there), but I consider that Gacha a "mess" (if you know what I mean)
