Can't you tap-shoot Rapid Fire just like Hurricane? I don't see how Rapid Fire limits your movement. Sure you can't jumpshoot with it, but its greater DPS makes up for it. Battleship limits your movement but that doesn't stop people from using it, does it? Even if you're only using RF for 90 second intervals, I'd rather have the power of a 4th job character in that 90 seconds than be a glorified 3rd job character. Rapid Fire already outdamages Burst Fire at level 5 and it's nearly twice as strong at level 30. Bullet consumption shouldn't be a problem since it's only used for 90 seconds.
Air Strike isn't that great of a mob attack with its cooldown and getting Battleship Torpedo right after Cannon makes you overly ship reliant. If you're planning on taking the middle platform at Skeles, you shouldn't even need a mob attack to begin with. In the skele mini dungeon, you're most likely going to be hitting 2 skeles at a time since your Bishop/Arch mage is going to be ksing the rest.
If you're duoing then you might want to wait till a much higher level first. If a level 15x Corsair's ship breaks that often then there's no way a lower level one can handle bottom without slowing down the spawn/exp. Thus, Battleship Torpedo can be postponed until late level 16x. That gives you enough time to max Cannon, RF, Bullseye and MW.
For these reasons, my build still stands to be: Cannon -> Rapid Fire -> Bullseye -> MW19 -> Torpedo. If Anego were a reliable training spot in Bera then I would switch Rapid and Bullseye around, but it isn't. Torpedo does look good for Time Temple training though. If it's out before I get to level 131 then I'll definitely get Torpedo after Cannon.
