They do indeed work the same way by the way. I know cuz I experimented with Leaf Scrolling a while back, though I documented them all, all my screenshots are bunched together as they have no meaning to me now...
Based on experience (and observation) though, I know with a bit of certainty that chaos scrolls act on individual stats rather than whole items. For example, they can do anything from -5 to +5. That includes +0 and -0.
I also know that +2 and -2 are the most common, followed by 1, then 3, then 4, then finally 5 being the rarest. And yea, 5 is pretty rare, though it happens. There's several documented screenshots of Facestompers that have +5s.
