After, they already had the real version in the data. I didn't mean to seem as if they did all the work of censoring Showa themselves. Just that, they did more work by replacing something with a copy & paste that they had already copied & pasted.

Since the only things that were graphically changed were monster sprites, it wasn't as though they had to replace all of the Showa data. They definitely knew they were releasing Showa at the time of the unedited data being implemented.
