They're not time limited, though I bet they will be given out to only 1 or 2 people per server as part of a GM event (Asiasoft has done things like this before.)
Also the Scarlion/Targa hats... That's what they look like when equipped. They cover your head like some of those CS hats.
This is just stuff in their data, most of it is likely not available to them in game. I don't think they can get Crystal Ilbi or Balanced Fury, for example, but the data is still there.
