Either you're not very good at reading, or you're misinterpreting the story behind masteria.
Steel Fist Jack (The pirate on the statue) came around, using guns and knuckles, they were surprised by his methods, and intrigued, but that doesn't mean they appointed a grandmaster for him and made a whole new class around them, pirates existed, but they werent big within CWK in the past, there never was a 5th grandmaster, there was never one planned, there was never supposed to be one.
As the 2nd poster in this thread said, Pirates were gone for a long while, they RECENTLY RETURNED to victoria within the story, so the story reflects that they recently returned in not showing them as a 5th class anywhere and everywhere.
