I would love to help, but unfortunately there is only one person in the Japanese English community that has the warrior Maker Skill and he can't read Japanese too well and he hardly ever plays. =/
If they're truely made from the maker skill, then yes, they can be stimulated much higher than "perfectly" above average. No, they cannot be leveled up like Timeless weapons.
