Gachapon increases range of possible stats by 1 in cases with less than ~40 of a stat, and by 2 on everything higher. I'm not sure exactly where the split is, as I've heard rumours of +7 from average Scarabs (41) but never seen one. I know for a fact that it can happen on items with 72 base since I've seen one, but that's about the lowest.
So an item that is normally 3-5 on drops will become 2-6 from Gachapon, an item that is 89-99 will be 87-101 from Gachapon, and so on.
This is why Anego can only drop 2-4 int Yellow Snowshoes but the Gachapon gives out 1-5.
