I have been having the same thoughts as you. My outlaw is currently lvl 76 about to max burst fire( I added one into octo and that bird thingy, i forget the name 
). I was asking a friend where he trained and what his build was and he said he likes training in cave of valor more than at newties and its better exp as well. Plus its cheaper, less crowded and you can collect badges. I also asked about maxing cooler and burner prior to octo and we both, although without tons of experience, decided that it would be better if I did max cooler and burner after burst. I feel like I got way off track, but hopefully this helps. Oh and for training, check out cave of valor( nightshadows and stormbreakers) or one of the pure spawn maps inside the keep if you can make it past cgs.
