flame thrower to be maxed?

the guide im following (Which is good), just updated recently saying this.

"In an update on March 15th, we decided to remove the so-called "standard" Outlaw build, which leaves Burner at 11. Reason: that is the worst Outlaw build in GMS until the newtie mini-dungeon comes out. Even after that comes out, sniping nightshadows inside their cave still rivals sniping newties by yourself. And later on, using Burner and Triple Fire at the nightshadow map Wrath of Night rivals training at newties [parties and soloing]. Partying at Wrath of Night would probably outrank newtie parties for an Outlaw. As of right now, there are many mob spots that provide amazing %/h by using Cooling and Burner, even on fire-resistant monsters like gobies. "

so there you go. ive dropped octopus in its tracks and now im maxing cooling. what does anyone else think. id rather not screw up my char. oh and where should a lvl 83 outlaw train. im at windraiders but its getting to be 1 lvl per 2x card. and thats slow considering 2 levels ago i could do 2 lvls in 4 hours.
